Colonial Secretary's Office,

Hong-Kong, 5th. December, 1898.

I am directed to inform you that the Principal

Civil Medical Officer has reported that at noon on the 2nd.

instant you were taken to the Govt.Civil Hospital on a stretch

er, drunk.

His Excellency the Governor intends to suspend

you on the ground that you were absent from duty on the 2nd.

instant without leave, and incapable, by reason of alcoholism,

of performing your duty on that date.

I am therefore to call upon you to state in

writing any grounds upon which you rely to exculpate yourself.

The statement in question should reach me not

later than 10 a.m. on Thursday the 8th.instant.

In the meantime and until the proceedings for

suspension prescribed by the Colonial Regulations are com-

pleted, the Governor interdicts you from the exercise of the

powers and functions of your office.
